An effort to modernize relations between Universities and Companies was born in 2008 under the direction of the Ministries of Science and Innovation and Education, respectively, the Government of Spain received the name of Campus of International Excellence (CEI) and for its selection a contest of projects evaluated by an international committee was used and they were presented publicly in Madrid in their different annuities. The coincidence of this process with the socio-economic crisis experienced in Spain and the need to rethink the model of economic growth, more sustainable, and with a greater relationship with knowledge and innovation motivated the “la Caixa” Foundation to look for in the plans strategic areas established in the period 2008-2011 elements that jointly among all the actors (Triple Helix or Quadruple Helix in the Horizon 2020 program) will represent changes in the model of economic growth and employment. Four CEIs were chosen to start the 2012 Pilot Program considering fundamental economic sectors for economic recovery and seeking a territorial balance and type of CEI, of global or regional European scope. The program included the drafting of a Sectoral Action Plan and a regional public exhibition with members of all regional agents and related actors. The chosen sectors were Tourism, Transport and Logistics, Agri-Food and Marine and Maritime Sector.
